The PAW Patrol pups are busy planning a surprise birthday party for Chase at Katie’s Pet Parlor. However, their plans are thrown into chaos when a strong windstorm breaks a turbine on a windmill, causing a major power outage across Adventure Bay.
With the electricity out, the pups face several challenges:
- The cake mixer at the parlor won't work to bake Chase's cake.
- The streetlights and traffic lights are dark, causing a massive traffic jam on Main Street.
- The Lookout elevator is out of service.
The Rescue Mission:
- Rocky uses his tools (including an old surfboard) to fix the broken windmill blade.
- Marshall uses his ladder truck to help reach the high windmill and the Lookout tower.
- Chase manages the traffic chaos using his megaphone and siren
